Greensboro comes in first place for the best cities in North Carolina for small businesses. It ranked number one with a sales tax rate of 6.75% and within the top five for both the percentage of population and the percentage of employer firms, at 2.79% and 3.86%, respectively.

Located only 26 miles (about 30 minutes) from Charlotte, NC, small businesses here can benefit from big-city customers without paying big-city costs.

Methodology

Using data from the United States Census Bureau, we identified the most populous cities (those with more than 20,000 people) in North Carolina.

We ranked them according to five key metrics important to small business operations: the percentage of the state's population, the population increase from 2020 to 2023, the percentage of employer firms, the sales tax rate, and the average cost of commercial real estate.

Cities were ranked within each metric and scored on a 100-point scale to determine the best for small businesses.

Population as a Percentage of State Population—Total 20 Points

To determine the percentage, we used data from the Census Bureau to compare the city's population to the state’s. Cities with a higher percentage earned more points, which indicates a larger potential customer base.

Population Percent Increase (2020-2023)—Total 20 Points

We found the cities’ population in 2020 and 2023 to find the difference. We then calculated the percent increase. Cities with a more significant increase scored higher as a growing city is good for the economy and increases the consumer base.

Percent of Employer Firms—Total 20 Points

Using data currently available from the Census Bureau, we found the number of employer firms in each city’s county and compared it to the number of employer firms in the state. States with a higher percentage earned more points because this reflects a thriving business ecosystem.

Sales Tax Rate—Total 20 Points

We combined the sales tax rates for each city’s county and the state. Cities with lower total sales tax rates scored better because it indicates less financial burden on small businesses.

Average Cost of Commercial Real Estate (per SF)—Total 20 Points

Using data from various retail services, we found the average cost of commercial real estate per square foot in each city. States with a smaller average cost scored better, reflecting a more affordable business environment for small business owners.
